lwahi is in the tartan-vote Terraform state but their Forgejo team membership does not exist (identity not linked in Keycloak). Removing from governance data to clean up state drift. A separate PR (sync/readd-lwahi-tartan-vote) tracks re-adding them once their identity is set up.

Closing -- lwahi has all identities linked in Keycloak (Slack, Discord, Google, cmu.dev). The tartan-vote plan failure was a transient Forgejo provider lookup issue, not a missing identity. lwahi should remain in tartan-vote.
