Tracking PR to re-add lwahi to tartan-vote once they link their Keycloak/Forgejo/Slack/Discord identity. Do not merge until lwahi has a linked identity -- validate CI will fail until then.

Closing: this branch was incorrectly based on the removal branch, netting zero diff. Once #451 merges, a clean PR branched from the new main will be opened to re-add lwahi.
