Adds the initial testing plan for the platform on two whole RTX 2080 Tis, with separate coding benchmarks on a 20 GB RTX 3080. Covers Bark staging, model evaluation, load and failure tests, monitoring, and the checks before production rollout.

Uses RFCs 0001–0003 and the RFC 0005 evaluation draft. RFC 0005 is not included in this PR; unresolved criteria are listed in Open Questions.

Validation: checked the RFC template, references and Markdown whitespace. No hardware or deployment tests have been run.
