Summary

Adds a Terms of Use page and links to it from sign-in and the chat screen.

New /terms page with the full terms: student-project disclaimer, no warranty, data handling, acceptable use, liability, and contact
The sign-in card now shows "By using CMU GPT, you agree to Terms of Use" under the button, with only "Terms of Use" linked
The same agreement line follows the "CMUGPT is AI and can make mistakes" note under the composer
