Summary

Users can now toggle individual CMU tool groups (CMUMaps, CMUCourses, CMUEats, CMU Guide) on and off from the Surface.

/agent/respond and /agent/respond/stream accept an optional disabled_tools list
Disabled tools are removed before the model sees them and are absent from the prompt, from the bound schemas, and from the tools node, so they can't be called at all
With CMUMaps off, no map is attached to the answer and the model won't invent directions
Unrecognized group ids are ignored rather than rejected, so a new Surface toggle won't break older agent builds
