Documents running the api and web natively (Node 22, Python + uv, no nix); nix is only for the deploy config. Short README plus one docs/getting-started.md page for the docs hub, and minimal api/web .env.example files. Also replaces the stale migration notes in the README.

Written for the current Clerk setup; #13 updates the frontend step when it lands.

docs: native onboarding without nix ... 2e3c3f84be

Make the plain Node + Python + uv setup the getting-started path, with nix
and devenv only for working on the build and deploy config.

- README: native quickstart, deployment and scrape workflow sections,
  refreshed known gaps (cmucal.com zone resolved; dev DB alembic stamp
  mismatch added).
- web/.env.example: replace the T3 template with the variables the app
  actually reads.
- api/.env.example: new, APP_ENV and SUPABASE_DB_URL plus optional Google
  OAuth settings (force-added past api/.gitignore's **/.env* rule).
- .env.example: clarify it only serves the devenv/secretspec local provider.
- docs/: index, getting started, architecture, and contributing pages in
  the layout the docs.scottylabs.org hub aggregates.
