Add restricted access to the new UI (non-CMU students should be redirected to an access-restricted message).

Testing Criteria:

Try accessing website with faculty email and ensure blocked
Try hacking the url when attempting to log in with faculty email
Access website with own email and ensure allowed access
Get 2+ teammates to access website and ensure allowed access
