If there are available groups for courses the user is in and ones they are not, show all of them, but show the courses for them first.

Acceptance Criteria:

If I am in courses 2, 5, 7 and there are groups made for 3, 4, 5, 7, all groups for 5 and 7 should show before any groups for 3 and 4
Sorting within groups for the user's courses is unnecessary; only split by in course vs not, do not sort anything
Loading speed should not be noticeably slower
