Implement Bus Sign MCP service

Description

Add a bus service to the composed MCP server using live predictions from
ScottyLabs Bus Sign at https://git.cmu.dev/ScottyLabs/bus-sign. The service should
answer common CMU rider questions with structured arrival data, human-readable
stop context, place resolution, and official CMU PRT rider guidance.

Acceptance criteria

Register the bus service with the composed MCP server.
Provide tools to:
- retrieve all configured-stop predictions;
- retrieve predictions for one configured stop;
- retrieve the next matching bus;
- search current predictions; and
- explain how eligible CMU students use the PRT Ready2Ride benefit.

Follow-up

Replace the temporary destination-area mapping with a generated, reviewed index
built from PRT static GTFS and City of Pittsburgh neighborhood GIS data.
