Governance feature for triggering renovate bumps #528

Currently, the renovate webhook is provisioned for kennel manually in the infrastructure repo: https://git.cmu.dev/ScottyLabs/infrastructure/src/branch/main/modules/hosts/scottylabs/infra-01/webhook.nix

We may have other repos in the future that warrant a lockfile bump across every repo. This would be best implemented as a new opt-in governance feature, meaning the renovate-update webhook provisioning logic moves from the infrastructure repo to here
