Likely only the former is needed. These splash screens are used to create an app-like experience if someone adds CMUEats to their home screen as CMUEats is a PWA and has the capability to function like a mobile-native app. You should also update the index.html file accordingly.

Not really. This was mainly for when we had it as a PWA. iirc, we descoped from that.
