Support collar kennel retry --pr NUMBER, including fork PRs, once Kennel exposes an authenticated retry endpoint.

Forgejo webhook tests always send push events; Kennel previews require pull-request events. The current command rejects PR retries rather than rebuilding the wrong target.

Kennel needs to authorize repository access, resolve the PR head, reject an unexpected SHA, and requeue the failed or cancelled preview without duplicate builds. Its response should identify the build and state.

Collar should use that endpoint with the inspected head SHA and distinguish an accepted retry from a confirmed build start.
