We want to be able to text the agent.

This would require its own repository (see this for an unfinished attempt at this problem) and it's own goals. But for right now, I would like to see a new SMS RFC under bark with a description of the design and decisions behind this.

Timeline: 2 work sessions
Number of people: whatever many people who wants to work on this
