We want the model to have the tools it needs for any campus question, however it's phrased, without forcing tool calls on normal conversation and without a big jump in token cost for plain chat messages.

Whether the agent loads the campus tools depends on the message containing certain keywords, and a second keyword list decides which tool groups it gets. A lot of normal campus questions don't contain any of those words, so the model answers without tools and has no way to ask for them. Meanwhile, everyday phrases match the list and force a pointless tool call.
