Objective

The weather display oscillates between Fahrenheit and Celsius using these values in milliseconds:

const FAHRENHEIT_MS = 8_000;
const CELSIUS_MS = 3_000;

The current transition feels bit unnatural, and this huge disparity between F and C can be mistaken as a glitch.

Increase CELSIUS_MS to 5,000 ms in frontend/src/Header.svelte to give visitors a smidge more time to read the Celsius temperature.
